Why won't it fly? Can you work it out?

After repairing the Volantex Ranger RC plane, Tim could not get it to fly. Exactly what was wrong? See if you can figure it out.
Ultimately, the solution was in some cheap "happy-face" tape placed on the wing at my suggestion. Who can explain why the happy-face tape suddenly fixed all the problems?
