HELP!! Quadcopter KK2.1 Evo 450 unstable

This 450 quad, KK2.1 flight controller, has an unstable wobble. The P levels are at 50 to try to slow the wobble down, but still no luck. It flew great until it suffered a fall, any help?
The ESC's are calibrated
The accelerometer is calibrated
the layout and blade rotation is correct, and everything in the video is unaided by control, it's purely controlled by the throttle.
Not sure if it's ground effect, but it does this all the time, even a few feet in the air.
